As i recall they use that kinda device to polish silver things...Can't see clearly what is that in the photo but I think there's an area in Ho Chi Minh (near Ben Thanh Market) where you'd see lots of people doing that. As well, there's an antique and second hand market in the same area. It comes in handy i guess.
@Simon: I remember that area on Tran Quang Khai st. They are usually selling stolen goods (from burglary and god knows what) there on the street. I think that's why there's a man who's polishing things there.
The area that I mentioned where there's antique and second hand market is on Pho Duc Chinh & Le Cong Kieu st. And there's another street on the other side but I can't remeber what it's called. But if you walk around that area you will find 'em all there. Especially on Le Cong Kieu street, there are lots of shops selling silver, antique things like spoon, fork, sword even.
